Local Guidelines
Article 8(5) of the slot Regulation enables additional rules and guidelines for the coordination of airports to be established by the air transport industry or the Coordination Committee to deal with specific scheduling problems and issues, provided such rules
-
do not affect the independence of the Coordinator
-
comply with Community law
-
improve the efficient use of the airport.
At the airports served by ACL a number of Local Guidelines have been developed and agreed by the Coordination Committees to deal with specific scheduling issues.
The Coordination Committee at Stansted has agreed a local rule to deal with the allocation and distribution of Night Movements and Night Noise Quota to comply with limitations on night operations set by the UK Government.
A Local Guideline has been introduced outlining possible actions that can be taken against carriers that operate services regularly and significantly off their allocated slot. Actions are also outlined in the local rule to deal with slots handed back after the appropriate industry slot return deadlines.
In addition to other local rules, the Coordination Committee has agreed procedures for dealing with Ad Hoc (short-term, non-seasonal) requests, in conformity with prevailing regulations. This set of guidelines is designed to ensure that ad hoc operations are administered in a neutral, non-discriminatory and transparent way, and seeks to prevent such operations from increasing congestion and impacting upon the efficient operation of airport.
Copies of these local rules are available in the Reference Library.
Airport Committees A number of committees have been formed to deal with various scheduling and coordination Issues. The Constitutions, Terms of Reference and, in some cases, Minutes of some of these committees are available in the ACL Reference Library.
At Stansted the major committees are:
The Coordination Committee
The Slot Performance Committee
The Scheduling Committee
The Capacity Committee
Seasonal Reports
For each scheduling season ACL publishes a seasonal report containing details of the slots requested and allocated and the utilisation of airport capacity and infrastructure.
The Seasonal Report is normally published around the start of each season. Copies of the seasonal reports for Stansted can be downloaded from the Reference Library.
The reports are in either Adobe PDF or Microsoft Word format. If you do not have Adobe Acrobat installed, you can download it from Adobe´s web site www.adobe.com
